The National Assessment of Educational Progress (NAEP) is the largest nationally representative and continuing assessment of what America's students know and can do in various subject areas.

• Nationally, reading scores in 2015 are not different at grade 4 and are lower at grade 8 compared to 2013.

• About one third of fourth- and eighth-grade students in 2015 perform at or above the Proficient level in reading.  36% of 4th graders and 34% of eighth graders.

• About one third of fourth- and eighth-grade students in 2015 perform at or above the Proficient level in reading. 36% of 4th graders and 34% of eighth graders.

But that means 2/3 read below proficiency: 64% of fourth graders and 36% of 8th graders read below proficiency.
